If you don't know who Rezka is, prepare to be shocked! Radagast, one of the five Wizards sent to Middle-earth, had a sister that specialised in herbs and deer training. Hair of a white-tailed deer core is known to add a wand a powerful swiftness, for the white-tailed deer is a very fast runner - hence the name Rezka's flash. Walnut wands are reserved for highly intelligent witches and wizards. They are often found in the hands of magical innovators and inventors and can, once subjugated, perform any task its owner desires, provided that the user is of sufficient brilliance.
