Bought it used a few years ago, had this white stuff on the shoulder pads like it was rubbed on something. Never bothered me, love this jacket for deals the winter. Id wear it with the liner and i would use some type of under armour to help retain heat. Worked like a charm. One of my most favorite jackets to wear during the cold.
