This is an original, antique dress from the 1920's, in wearable condition. The fabric is a cotton velvet, a sort of panne velvet, very different than anything you see today. The dress is a simple, unstructured style, with a high neck, with fabric covered buttons, and long sleeves with a plush deals section near cuff (see close ups).
The hem is out, but there it is finished with a strip of light cotton. No holes or stains.
This is in amazing condition, for age. No rips or holes, no stains or fading, I see a couple of teeny, tiny pin holes, only visible held up to a light. Also, the bottom loop for the button is missing.
It's best for a small size. Remember, it is a pullover and should be worn loose.
